Campus Security - Parking & Vehicle Information
VEHICLE
GUIDELINES
Lees-McRae College recognizes the use of motor vehicles as a convenience. The college cannot furnish unlimited parking space to accommodate all vehicles. The college will, however, attempt to provide a reasonable amount of convenient parking spaces in keeping with resources and available sites.
REGULATIONS AND GENERAL INFORMATION
A. Each student (campus resident and commuter) must register any and all vehicles brought and parked on campus. The vehicle registration price is $90. The student to whom the vehicle is registered will be held responsible for any parking tickets issued to that vehicle.
B. All vehicles must be registered within twenty-four (24) hours of the time they are brought to campus. Any vehicle not registered is subject to being ticketed or being towed. Temporary Parking Passes are available for a specific amount of time, not to exceed two weeks per semester.
C. The college assumes no responsibility for automobiles (or contents of automobiles) that are stolen or damaged while parked on college property. The Campus Security Officer on duty does patrol parking areas, but security of property cannot be guaranteed. Don’t leave vehicles unlocked and don’t leave your valuables in any vehicle. Make sure that auto insurance coverage is adequate.
D. Students are responsible for registering of their visitor’s vehicles. Visitor permits may be obtained from Campus Security during weekends and other than normal working hours.
E. Any student who does not have a valid driver’s license will not be entitled to parking privileges on campus. Upon request, all students must present that valid driver’s license to any college official.
F. There are certain streets on the Lees-McRae College campus that belong to the Town of Banner Elk (i.e., in front of Virginia Hall; North Carolina Building, Tennessee Hall and Back Campus). These streets are patrolled and ticketed by Banner Elk Police Officers and Lees-McRae College Campus Security Officers.
G. If a vehicle is parked on Banner Elk streets, that vehicle is subject to ticketing and/or towing at the driver/owner’s expense. When a registered vehicle is towed, the student will be notified through campus mail system, e-mail and/or posted flyers.
H. It is a violation of North Carolina State Law to store gasoline-operated vehicles in any campus building (including residence halls).
I. Abandoned vehicles will be handled in accordance with the North Carolina State Statutes, which dictate that the vehicle will be towed after 72 hours.
J. SPEED LIMIT CAMPUS-WIDE IS 15 MPH.
K. During breaks (Fall, Christmas, Spring, etc.), all vehicles left on campus should be parked in their assigned lot.
REGISTRATION OF VEHICLES
A. The parking fee is set at a flat rate of $90 per student, regardless of lot assignment. All students who park on campus must obtain a parking permit. Lot assignments are issued on a first come, first serve basis.
B. Fees are paid at the Student Financial Services Office in the Chaffee building. You will be given a parking permit receipt. Bring your receipt and vehicle information to the Campus Security Office, next to the Bookstore. Campus Security will register your vehicle and issue you a parking decal. Campus Security also issues temporary/visitor passes free of charge.
B. Vehicle registration grants the student permission to park a vehicle on campus in an assigned lot. Vehicles illegally parked in Reserved Faculty lots, fire lanes, handicapped spaces, obstructing roadways or walkways, unregistered vehicles, or vehicles that have been ticketed too many times may be towed.
C. To register a vehicle, the driver must show a valid STATE REGISTRATION, and DRIVERS LICENSE.
REFUND POLICY
Refunds for the full vehicle registration fee may be obtained if a written request is made to Campus Security within three weeks before the first day of classes. A student who chooses not to re-enroll for the Spring Semester may receive a 50% refund. A written request must be made to Campus Security no later than the first day of Spring Semester.
PARKING
Lees-McRae College assumes no risk or liability for damage to any vehicle, nor loss of contents, while any vehicle is parked on college property.
A. Your assigned parking lot is the only place you should park, Monday-Friday. On weekends, holidays, and all semester breaks students may park in any student or reserved faculty lot.
B. Faculty parking lots (Tate, Tennessee, Chaffee, and the Cannon Student Center) are reserved for Faculty and Staff, Monday-Friday. As a convenience, student vehicles are allowed to park in these lots from Friday evening (5:00 pm) until Sunday midnight (11:59 pm)(weekends only).
C. The Library has limited parking for visitors, handicapped, and library staff. Students are not visitors, park in your assigned lot. After 5:00 pm, the staff lots in front of Chaffee may also be used for library parking. The private driveway adjacent to the Library is not a parking spot; do not block the driveway.
D. The Bookstore lot is for shopping patrons only, Monday-Friday, 8:00 am to 4:30 pm.
E. Students may park in any (1) hour parking spot adjacent to the Hayes Auditorium or the McDonald Dining Hall during meal hours. Do not park overnight.
F. The President's lot, in front of the Rock House, is for the use of the President, his staff, and his guests only!
G. The parking spots in front of and alongside of the Presbyterian Church belong to the church 24/7, do not park there. The lot behind the church and the cemetery is available Monday-Friday only and is assigned by Campus Security. On the weekends this lot is used by the church.
H. In gravel parking lots (the Village and Village Annex), parking spots are designated by cement markers. Do not try to create your own parking spot.
I. Do not double park. Do not park in front of "No Parking" signs. Do not block access to buildings. Do not block roadways, fire-lanes, fire-hydrants, private driveways, and loading zones. Do not park on sidewalks. Do not park where barricades, speed cones, or other traffic control devices are used. Do not park on the grass.
J. Do not park in designated "Handicapped Parking" unless you ARE handicapped.
K. Loading/unloading is permitted for (15) minutes, maximum. Turn on your emergency flashers to indicate that you are loading/unloading.
L. The access ramp in front of Virginia, Tennessee, and North Carolina buildings is for loading and unloading only.
M. Obey the traffic laws. The speed limit on campus is (15) mph. Stop at all stop signs.
N. Students receiving five (5) parking tickets for a registered vehicle in one semester will be subject to being towed from the campus. The vehicle will be towed at the owner’s expense. Repeated and/or severe violations of vehicle guidelines could lead to judicial action, and revocation of parking privileges.
O. Unregistered/unidentified vehicles receiving three (3) tickets will have a wheel locking device (boot) attached to a tire. The fee to have the boot removed is $40 and must be paid before Campus Security will remove the device.
TICKETS/CHARGES
It is the student’s responsibility to register the vehicle. All personnel are expected to abide by the N.C. State Traffic laws. Charges resulting from parking tickets will be applied to the student’s account and are to be paid in the Student Financial Services Office, Chaffee Center.
Violators will be fined as follows:
1. Parking in handicapped space....................................... $100-$500
